SUERF is organising its 24th Colloquium on "Stability and Efficiency of Financial Markets in Central and Eastern Europe" in Tallinn, Estonia on
June 12-14, 2003.
The financial sectors in the transition economies of Central and Eastern Europe have experienced major transformations since 1990. In the first
transition decade, privatising and eliminating distortions due to direct or indirect subsidies of state owned or recently privatised enterprises
required a lot of effort from governments, corporate managers and managers of financial institutions. Implementation of structural reforms of the
banking sector and the capital market and establishment of new supervisory structures adapted to market economies were major concerns for
central banks and policy makers. Legal and regulatory reforms were implemented together with enterprise privatisation and liberalisation of foreign
trade and cross-border investments. In several countries, foreign banks played an important role in the transformation of the financial markets.
The 2003-SUERF Colloquium in Tallinn draws on the experiences of the past decade, but it is focused on the challenges of the next decade. We
invite researchers to come to Tallinn to present papers, which can contribute to our understanding of the likely effect of financial markets on
economic growth in Central and Eastern Europe in the years to come. Papers drawing lessons relevant from the experience of emerging market
economies will also be welcomed. According to the SUERF tradition, the work at the colloquium is organised in three commissions:
Commission I: Financial Efficiency and Regulation

Commission II: Foreign and Domestic Bank Strategy
Chairmen: Frank Lierman and Juergen Pfister
Commission III: Financial and Macro Stability
Call for papers
The Council of Management of SUERF invites prospective authors to submit a 2 or 3 page abstract (or the full paper, if available), clearly
indicating in which commission the paper is to be discussed. Abstracts should be submitted before September 9, 2002 to:

Abstracts will be evaluated by the chairmen of the three commissions. Notification of acceptance or non-acceptance will be provided not later
than December 10, 2002. If a paper is accepted, SUERF will pay travel- (based on APEX airfare) and accommodation-expenses of one author.
The norm has been established that speakers from financial institutions will pay at least their travel expenses. One author per paper is invited to
attend the Colloquium free of costs.
