Between the Czech Republic and The Netherlands
Strengthening the Capacity of the Public Health Administration
The overall objective of this project is to strengthen the ability to take on obligations of membership including adherence to the aims of political, economic and monetary union. Implementation and enforcement of the Acquis Communautaire related to public health protection.
The Project purpose is to assist the Ministry of Health of the Czech Republic in strengthening the Public Health Administration (PHA) and professional capacity to enable full implementation and enforcement of EU legislation in all areas supervised by the PHA.
The following guaranteed results/expected outputs of the project will be:
Full implementation and enforcement of the EU legislation in all main areas of public health (food safety, occupational health, surveillance and control of communicable diseases, objects of common use-cosmetics, toys, environmental health),
Effectively functioning Public Health Protection System on local, regional and national levels. The system will be secured by new methods of management and organisation, new methods of supervision, adequate human and material resources and by modern info system.
Public health information system (IS) - flexible public health IS enabling rapid collection of data for decision-making process. Creation of such IS will be the main outcome of the proposed project and will become a most important tool for management and control of public health protection in the CR and for implementation and enforcement of acquis.
Training - staff trained in above-mentioned areas, study materials (curricula, self-education) produced.
In order to achieve these project, results, the project will be divided in two components:

The guiding principle of this twinning project is to provide the foundation for a sustainable and self-reliant Public Health Protection system in the Czech Republic.
Pre-Accession Advisor
PAA will be resident in the Czech republic for the duration of the project (12 months) as Pre-Accession Advisor (PAA) to the Ministry of Health. The PAA will provide guidance and co-ordination in relation to the deployment of short-term experts. He will work in close co-ordination with officials from the Ministry of Health and its relevant departments and institutions, with whom he will meet on an approximately monthly basis.
The PAA will be based in the premises of the Ministry of Health for the duration of his stay. On the day of arrival he will be provided with adequate working resources and equipment comprising office space, at a minimum of 15m2, a Personal Computer and telephone and will have access to fax and photocopying facilities. The PAA will be scheduled to visit the consortium Member State (one trip at the first quarter of the project and one at the third one) in order to brief key-staff members of the consortium on the current situation in the Czech Republic.
Remuneration:150.000 Euro for 12 months including all fees, Subsistence Allowance etc.
