A belated reply to your email since I have just come
across some references that may help you. Coulson
Kernahan writing in 'Nothing Quite Like Kipling....'
says in Chapter VIII:
"How 'Departmental Ditties' came to be written was
told by Kipling in Jerome K Jerome's monthly, the
'Idler', and was reprinted later in a volume entitled
'My First Book' (1894)....". "The Article was also
reprinted in Le Gallienne's 'Rudyard Kipling: A
Criticism....".
I have not read the article, nor do I have a copy of
Richard Le Gallienne's work, but if you can find it,
it may give you some clues.
