Do you and Byron mean the University Library in Exeter?
The best Library in Exeter for Devon folklore is the Exeter and Devon Institute, the private subscription library on the Cathedral Green, near the Royal Clarence Hotel. This is not only a fine building, but has friendly staff, some of whom are actually interested in folklore, holy-wells &c. They are well connected with local archaeoogists and antiquarians, as they have evening talks. This library has an excellent collection of books and journals with content relevant to this list.
The other excellent library in that region for folklore and water veneration is the Cornish Studies Library in Redruth. This has a fantastic collection which makes it well worth the journey from the rest of the UK (2 hours even from Exeter), and again, very helpful librarians.
You are sure to find something on Black Dog mythology in either of these institutions.
