Efficiency is measured by pass rates. You get an
improvements (this is not a definitive list) in pass
rates/ grades by:
a. making sure you recruit high standard teachers
b. making sure they are fully resourced
c. making sure that the teachers are highly motivated
All of the above will improve efficiency. Of course a
cynic would say you can 'seem' to improve efficiency
by:
a. dropping the 'A' level standards
b. making sure that the questions follow a particular
pattern from a particular book/magazine/Chief Examiner
c. allowing pupils to resit and resit and resit and
then reject grades if they're not good enough
But, as I am not a cynic, I am sure that these
improvements in grades etc are as a result of highly
motivated teachers, using a wide range of resources
and thoroughly preparing their pupils for questions
they have no pre-exam knowledge of. I am sure that
these questions are then fairly marked without even a
hint of dumbing down - after all I am sure given the
recent debate, that if one Examiner had had something
to say then he/she would have posted out of conscience
surely?
Equally I am absolutely certain there is no truth
whatsoever in the scandalous claims (see the archives)
made during these past few years that OCR examinations
have had to be simplified/become student
oriented/dumbed down (delete as applicable). In fact
if anyone looks at the Cambridge examinations for 1982
- 1988 I am certain they would confirm that the
standards are the same as, for example November 1994
(AQA).
Only a fool would say that:
5000 word project
Oral exam on the project
5 essays
Compulsory quanttiative analysis including accounting
questions
3 hr case Study
was harder than:
Short answer questions
Comprehension questions
3000 word project with NO oral
1 1/2 hr case study
Clearly they are of equal merit and only rabble
rousers (again see archives) say otherwise.
If not then I am, again, sure that conscientious
Examiners would have posted.
So, in conclusion, I am sure that this summer's
increased pass rates and improvement in grades can
only be because the government is getting it right:
better trained teachers; wide range of resources and
absolutely no question spotting at all.
