Define the land as contaminated; serve a formal notice; light touch paper
and stand back!!
If the land owner/occupier realises that the land is to be statutorily
defined as contaminated then he should realise that the land value will be
seriously compromised unless he allows it to be remediated. Unless he is
very stupid!

Has anyone any thoughts on how to force remediation to take place in a
situation where the Class A person has agreed to undertake remediation but
the land owner/occupier refuses to allow it? The situation involves
significant risk of harm to health.
