It strikes me that you're attempting to use Dublin Core as structural
metadata, and this is really quite a stretch. DC is intended as
descriptive metadata, and in the case of digitized text in page files, it
should do a fine job in describing the "bibliographic" item (story, report,
etc.) as a whole. You will need some other kinds of metadata to structure
the page files and relate them so that they can be presented rationally to
users.
