The central administrative authority for matters concerning food in Sweden is The National Food Administration (Livsmedelsverket ). It's a government agency under the Ministry of Agriculture. On the homepage for the authority you will find the recommendations on the eating of fish:

B u t unfortunately only in swedish. I suppose you can contact them and get the recommendations in english:
