In The fight against poverty. Interim report on a specific Community action programme to
combat poverty. Proposal for a Council decision
establishing a medium-term Community action programme to
foster the economic and social integration of the least
privileged groups (Social Europe Suppl. 1989/02)p.11 there
is a reference to a Council decision of 19 December 1984
authorising the 2nd poverty programme (1985 to 1988).
I've just looked in the last OJ for 1984 and not found the
decision there - there may be a clue in the Bulletin.
