If you mean never change in its "semantic essence", then that
is by definition true in accordance with the Namespace Policy.
But the wording of definitions can and does in fact change
-- the definition of dc:language has in that sense already
changed twice. And the namespace policy stipulates that
these changes be captured in versioning information.
