Do try the Town Halls/Council Offices of the areas you are looking at ~
eg Watford Town Hall still holds all Local Board records (but even if
they have them you may have to speak to several departments before
finding someone who knows where they are!) County Record Offices are
unlikely to know what records are still held in council offices.
