I'm frantically working on the DC-Lib AP.

There is an open question under the proposed element refinement Version
under Description. Should it be optional or mandatory if applicable? The
proposal itself doesn't specify, although the AP does. I'm not sure that
we've discussed this aspect of the proposal before. My feeling is to use a
optional unless there's a clear reason to do otherwise, but I'm not sure
about this one.
