One comment I would like to make is that it appears to me that the
approach recommended here (to use terms from an existing element set
maintained by a third party with non-DCMI namespace) appears to differ
from that suggested by the DC Education application profile see [1] which
states:

I note that there has been exchanges between the DC Library AP WG with
Andy Powell who has suggested possible syntaxes to express the LC relator
terms in various syntaxes.
I would acknowledge that there seems a qualitative difference between
adopting a complete set of terms which form a discrete entity (MARC
Relator list) and plucking one term from an element set (IEEE LOM).
However there does seem to be some form of resolution required (perhaps in
form of guidance from Usage Board?) between the position of DC
Education WG approach and that of DC Libraries WG.
