Yes, though the vast majority, if they are going to become positive, do
so fairly rapidly. You are quite correct, you need to wait the full 15
minutes to ensure that the positive you are reading is a true
technological negative (as opposed to a clinical negative, which is
another major concern).
All a bit of a moot point since we can't afford them ...
