Rachel is correct with regards to the documentation ... nowhere do we state
that a domain specific element or element qualifier can be used by any
community that finds it useful. We should do so.

My view is that in addition to the 'domain origin' of the term, we need
documentation that tells people whether they can use a term associated
with one domain to describe resources from another domain.
That advice does not appear in the DC Usage documentation as far as I can
see.
