....There appears to be a massive divergence in skills in
physios over 45..... I chose the middle ground of reporting to my
managers and hoping they take action.
......Should it be up to colleagues to "whistle blow" or an outside
agency?

Being one of the physios well over 45 I agree. I have seen that over
the years [not always in the over 45's], and not in our hospital I
hasten to add.
It is much easier for a locum to report than a permanent staff member.
Often the regular staff are "used" to the pattern of work of another
staff member, and sometimes do not even notice as they are busy with
their own patients.
That state of affairs should be picked up by the person doing the annual
appraisal and goals set for their updating on courses. If not willing
to attend, then Continuing Professional Development is not being sought
and doubt should be expressed as to their competence to continue
working.
Hoping that my colleagues recognise me as one who tries her best to keep
up with current thinking regarding research and treatment protocols!
