I would advise that the "design" and "development" issues are
different talents, but they two elements are so closely intertwined
it would be counterproductive to separate them.
Why not invite tenders to the same ITT to be from partnerships that
have managed both design and development projects? most developers
know a good design company to work with and vice versa.
