Dear Andy,
The original proposal for instance allows use cases like:

I'm concerned about recommending such use.
It will be difficult to get to proper
xml-schema-dataTyping later on - which i think
is one of the major points in using xml-schemes.
Basically don't understand, why xml-language qualification
is in xml-dc15-plain, which i think might be a better name
as xml-dc-simple.
I don't think it's "simple" to have language qualified numerical
values. It's difficult to understand, what is intended with it.
