This is an interesting one - and the main reason that I joined the list too. As I understand it, metadata has the potential to facilitate access in several ways:
- by creating a (relatively) standard approach to resource description in order to enable indexing and finding tools
- to enable the categorisation of resources so that people with specific requirements can find materials in the formats they need
- by encouraging good practice within organisations themselves in the organisation of their information and resources
- I'm also assuming that DC metadata can be re-purposed to support assistive technologies (eg screen readers etc)
- to support the knowledge/record management requirements of Freedom of Information
I suppose one of the main things is to consider whether the simple DC element set is sufficient to support all of these, or whether it might be worth considering a set of qualifiers specifically to support accessibility?
