Hi Martin,
PPG 14 Development on Unstable Land (1990)
http://www.planning.dtlr.gov.uk/ppg/ppg14/pdf/ppg14.pdf is a good starting
point for considering the hazards (instability) and risks of construction
over former mining sites.
The following Minerals Planning Guidance Notes (MPGs) will be of more use
depending on the type of mining that occurred:
MPG 3 Coal Mining and Colliery Spoil Disposal (1999)
http://www.planning.dtlr.gov.uk/mpg/mpg3/index.htm
MPG 5 Stability in Surface Mineral Workings and Tips (2000)
http://www.planning.dtlr.gov.uk/mpg/mpg5/index.htm
MPG 12 Treatment of Disused Mine Openings and Availibility of Information on
Mined Ground (1994)
Hope these are of some help.
Chris
