Its a democracy, so if the local politicians don't want to pay for a safe
environment then you won't get one. At the end of the day that's not your
problem (unless you live in the area).
A couple of strategies come to mind if you have exhausted normal routes..
(1) Resign and contact the local papers saying why (politicians need to be
re-elected).
(2) Get a consent form and posters saying "This is a minor injuries unit.
[insert local political group here] have been informed that we consider this
unit to be medically unsafe due to understaffing, but they have refused to
increase funding. You are hearby warned that if your condition is more than
a minor one, then you are at increased risk of death or serious injury in
this unit compared to a properly funded one. We apologies for these
circumstances which are beyond our control. Please contact the unit manager
or [insert local political group here] for more information." and get all
attending patients/carers to sign it on arrival.
