I am remiss in not coming back to the forum following off-list contributions
from Tony Hurley and Frank Green.
The policy has gone forward with minor smoothing of the supporting text, but
with the important change which Tony reminded me of - PPG 16 talks about
nationally important monuments, `whether scheduled or not', and that change
has been made thanks Tony.
The other issue from Herts was a policy encouraging the presentation of
significant sites. Tony reminded me that it was important to have a
justification in place for when the planning inspectorate assessed the
policy. Frank quoted a 1990s EH directive on this which had already been
forgotten by his local EH office! I found all the justification I needed
in a quote from the Jowell/Byers foreword to Force for our Future, which
talks about championing historic assets as a focus for community cohesion.
