I see two ways out of this:
1) The XML encoding chosen is a subset of RDF/XML
I think all you'd really need to do is change <metadata> to
<rdf:Description> and use the qualifier style specified in the DC-in-RDF
spec.
2) You create a nicer XML representation of RDF
This would mean adding the corresponding RDF triples mapping to your spec,
and making points for extensibility clear.
