I am sure you are right about this. That this issue keeps re-surfacing is
proof of that. The real problem, as I see it, is the lack of definition of
a 'schema' within the RDF community. The RDF data model defines properties,
classes, etc., but does not define a schema. The only proper way to
instantiate a schema is to define it yourself, such as was done in the EOR
schema. This problem is not unique to the DCMI.

If so, the solution has eluded us so far. However, I am certaintly open to
suggestions.
