Dear Colleagues,
I append a reply I had, via a colleague, from a member of the DFES 'steering
group' which was set up to formulate a response to Nuffield. I had ventured
the opinion that it was (once more) hardly an example of joined-up
government for Estelle Morris to pre-empt the recommendations of the
languages Steering Group and the Working Party which were set up after
Nuffield to advise on the way forward.

You can reassure Martin that the Estelle Morris business is exactly the
opposite of what the Steering Group strategy proposes (of course) but we are
not allowed to feed into the Green Paper discussion until the paper is
published (!) . The logic is that it's a paper for discussion - the problem is that
the Press will stir everything up as if it's a decision, and everyone will get
really angry .
We are having a briefing ( I typed griefing!) from the Minister this p.m. on what
the Paper actually says, and will continue to press the point.
