I've come in late to this discussion, but I have a question about
Recommendation 9 in the Guidelines - draft 10. (Actually, I work with
Diane Hillmann, and she posed this question to me, which I'm passing on.)
It states that we should encode the language of *value* using
the 'xml:lang' attribute. BUT Diane makes the point that there is a DC
sanctioned specification for the encoding of language which is applicable
to the DC language element. So why use a different specification here?
Yes, the DC language element pertains to the resource, while the attribute
value pertains to the DC element ... but our notion of language is the
same, no?
Also, Recommendation 10 is confusing to me. Yup, there's a link there ...
but it's not clear WHAT the link is for. Is it just generally more
information about whatever the value is?
