Have you decided the database? Some commercial suppliers will support IIS, MySQL and/or Front Page extensions within their fairly standard offerings.
Are you part of a consortium with a University or local authority? Can you do a deal there? You could always do a low-cost short-term solution until your database is ready to actually go up, giving you a bit more time to decide what specification you need.
