I wonder if the PRO considered using a some form of ROTA system for
accessing the 1901 census?
This could easily be based on say the family names of users.
In this way users with family names beginning with say 'A' to 'E'
could have had access on the 2nd Jan; 'F' to 'M' on the 3rd Jan; 'N'
to 'S' on the 4th and so on.
All the PRO would need is a screening system requiring users to key
in their family name before starting a session. People would not be
able to cheat since to view pages you have to give your credit card
details. True people could give a false name to view the index but
I'm sure most people would see the advantages of such a system and be
happy to wait their turn knowing that they will be able to get
access.
The rota would only need to be in place for a couple of weeks until
things have settled down a bit.
Bingo this would surely have solved the problem and been far more
sensible than the free for all that means no-one gets access.
As it is I think there'll be problems for at least the next month.
