I think you should be talking to the archivists at your local record office
and/or the local studies librarian.
CD ROMs do not have an infinite life; plus will become archaic. Any good
local archive/studies centre will have either have already put in place or
be planning to put in place a system to preserve electronic material that
will have in-built support mechanisms to ensure that material is properly
migrated to new technological formats as and when necessary.
Of course, they might not be quite so enamoured of brass bands as you are :)
Whatever the format, they will still have an overall collection policy and
will apply their collection guidelines accordingly.
