The cheapest human translation services are organized by networks of
freelances. There is one in Melbourne, making use of the 200 languages
spoken there. I suspect these people are charging a hefty profit on top
of the translation charges.

That's a matter for research. But one thing to think about is this.
Who pays for the students while they are here? Their parents?
Then can the parents read English to the level that they can understand
the strange jargon used in UK University brochures? Maybe some
Chinese pages aimed at the parents, suggesting why they should spend
their money here, are what is needed.
