That seems to me the crucial point. Also unless I've
missed something, there's nothing in the HEFCE's executive
summary of the report requiring publication of these stats.
**on the web**. Publication takes many forms; it might be
via web but could just as well be in an institution's
printed 'Annual Report' or similar document.
