I think the answer to the second question is "yes" though
many DMS vendors remain in denial.
The recent UCISA meeting should have shed light on these
questions. Going by Brian Kelly's recent post to this list

it is not clear that DM world has yet accepted that it
is now a subset of the CM world or that MIS-land realises
that CM exists.
