On the subject of CMS for Local Authorities have you seen the APLAWS
project?
To quote from the site:
"The overall aim of the APLAWS project is to develop a web content
management system that can be freely adopted by any local authority in
the UK. This has been done with a focus on web standards relating to
navigation, metadata and accessibility."
The partners in the development are camden / newham / lewisham /
bromley / harrow / GLA / sun / oracle / red hat / rnib / age concern
According to the site, the software should be available on 28 May
