We are in the process of preparing our report, "Transportation Cost
Analysis: Techniques, Estimates and Implications" for the internet. A draft
version of the Travel Time Cost chapter is posted at
http://www.vtpi.org/tca/02-time.doc. It includes summarizes of several
travel time cost estimates.
In general, freight travel time costs are estimated at driver wages and
overhead costs, plus vehicle ownership costs (i.e., the depreciation costs
of the vehicle converted into hourly rates), plus cargo time costs (which
varies depending on the value and type of goods).
A couple good general references are:
Mark Wardman summarizes 105 such studies in, "The Value of Travel Time: A
Review of British Evidence," Journal of Transport Economics and Policy,
Vol. 32, No. 3, Sept. 1998, pp. 285-316.
Kenneth Gwilliam, "The Value of Time in Economic Evaluation of Transport
Projects; Lessons from Recent Research," World Bank (Washington DC),
January 1997.
