Making Transport Work
Business and the local transport plan
A study commissioned by the Royal Institution of Chartered Surveyors (RICS)
Planning and Development Faculty.
Local Transport Plans (LTPs) announced in the Transport White Paper in 1998
are seen by the Government as the way to deliver the government's integrated
transport policy at a local level. LTPs are designed to give greater
continuity in funding and greater local discretion in spending. The
research report 'Making Transport Work' by Professor David Banister,
provides an opportunity to investigate the role the business sector has
played, both in the production of LTPs which were submitted in July 2000
and in the continuing process of developing local transport policies through
annual reports which are required to be produced.
The study adopts a two fold approach:
i. A review of the LTP process development;
ii. An extensive analysis of 20 out of the 85 LTPs around
England.
The outcome of the study provides businesses a 'quick reference guide' to
how they may become involved in the local transport plan process and
demonstrates some good practice solutions for local authorities to engage
the business community.

details of the case studies used in the study.
