If you submit a visit notice at the time of registering, you
can ask for an advance in parallel, stating clearly that it is
to cover a registration fee (and hence needs to be the full
amount). You should receive the advance soon after and can
then pay off your credit card. The advance is then taken off
the final claim - which should still document the registration
fee, but also declare the advance.

I should point out that they want $450 off your credit card straight
away. How long is it likely to take to get an advance for that?
