It proposes heavier and longer trucks on their own segregated roadways and
paying their way with tolls. It describes some modeling of the economics of
this. TOLL ROADS NEWSLETTER #59 has some elaboration. email me for mailed or
faxed copy of latter. The paper was hailed by Don Young chair House transp
committee for what that is worth.
