Abstract of this seminar:-
In this paper a new approach, combining the use of logistic regression, SFA
and DEA models, is developed in order to measure and evaluate the
operational effectiveness of UK Coastguard co-ordination centres. The
advantages of this approach over other performance evaluation approaches
that have been proposed in the recent literature are demonstrated. Based
on the empirical results derived from this approach, it is concluded that
some important arguments made by Lord Donaldson in his recent (1999) review
of the programme to close some of the co-ordination centres are supported
by the available data.
