A field test of the newly developed Guidelines for Rapid Environmental
Impact Assessment (REA) in Disasters was conducted in Afghanistan from 14
February to 15 March 2002 using CARE Afghanistan as a test bed with funding
from the Norwegian Ministry of Foreign Affairs through CARE Norge. The
Guidelines identified environmental issues and focused attention on issues
with immediate impacts or relevancy to on-going operations. The report of
