to Evaluate the ALNAP Learning Support Office Test
A consortium of ALNAP members (UN agencies, NGOs, Donors and
Academics) is seeking an Evaluation Consultant to evaluate the
Learning Support Office Test. The evaluation seeks to assess the
anticipated and/or actual progress in achieving objectives, along with the
implementation process and other factors contributing to these
anticipated and/or actual results.
Essential:
* proven experience of evaluation of humanitarian action and
evaluation of learning impact;
* proven experience of real-time evaluation of humanitarian action;
* understanding of knowledge management, learning theory and
practice;
* proven experience in facilitating change on the basis of evaluation
findings;
* 8 years overall experience in the humanitarian sector, with a
minimum 3 years experience in the field;
* well developed analytical skills;
* excellent written and oral communication skills; and
* fluent written and spoken English.
The evaluation will entail up to three real-time evaluation field trips, and
one ex-poste field trip to evaluate the LSO exit/handover strategy in April
2003, one month after the end of the test. Required outputs are an
inception report, delivery of a trip report following completion of each
real-time evaluation field trip, and the final evaluation report following the
completion of the ex-poste field trip/exit strategy evaluation.
ALNAP is seeking to begin the evaluation process as soon as possible
following the start of the Learning Support Office Test on 23 September
2002.
