In looking for an answer I note that in Nicholas Wood's Inaugural
address to the North of England Institute (1852) he mentions that in
1835 Mr Joseph Pease chaired a Committee of the House of Commons that
produced a Blue Book of 360 pages on accidents in mines. It may be
that there may be some information in that
