James you have started the right way by bringing this matter to the
attention of the list. I would suggest that your next point of contact
should be your local county archaeologist. If you can manage to persuade
him/her that this site is regionally or even better nationally important
then it might be possible to take some further action. Unfortunatly you will
be fighting the Health and Saftey Executive. To them abandonment usually
means sealing of all entrances to the mine, which is clearly easy to achieve
by flattening them with a buldozer. Perhaps you might consider asking list
members to write letters to your county archaeologist in support. The power
of such action can make a big difference and you clearly have a passion for
the site.
