Full title is 'Report of the Commissioners appointed to inquire into the
Condition of all Mines in Great Britain to which the provisions of the
Act 23 & 24 Vict. cap. 51 do not apply with reference to the Health and
Safety of Persons Employed in such Mines'. Most of the larger reference
libraries and university libraries hold a copy - to ease your search the
'command number is (4641).
There is also a later report (again with lots of Cornish references)
1912-14 'Royal Commission on Metalliferous Mines & Quarries' - command
no. (Cd 7476)
Also useful if you are specifically looking at health and safety - 1902
Report 'Outbreak of Ankylostomiasis in a cornish Mines' (Cd. 1318) and
1904 Report ' Health of the Cornish Miners' (Cd. 2091)
