The earliest documentation I come up with so far is from Mendip - a
prohibitation on buddling at Chewton in the records of the Minery Court for
1573 (see Gough, J. W., Mines of Mendip, (1930; Revised edn., Newton Abbot,
1967) p. 13), with the problem being addressed in the laws regulating mining
activity.
There is sure to be an earlier reference in the Peak District ;-)
