NESLI Transition Arrangements
The current contract with the NESLI managing agent (Swets Blackwell and
MIMAS) comes to an end in September. Whilst the service provided by the
managing agent has been a success, there has been feedback that the NESLI
service should in future concentrate on the negotiation of licence terms
and conditions and leave participating institutions to make their own
provision for delivery. Transition arrangements are in place to adopt this
new approach for the NESLI service from September.
The JISC negotiating team has already commenced negotiations for 2003
offers with existing ‘NESLI publishers’. These offers are expected to be
finalised in the forthcoming weeks. The publishers concerned are: American
Chemical Society; American Physical Society; Association of Computing
Machinery; Blackwell Publishing; CRC Press; Elsevier/Academic Press;
Emerald; Internet Archaeology; John Hopkins University Press; Kluwer
Academic; Lawrence Erlbaum Associates; Marcel Dekker; Mary Ann Liebert;
Oxford University Press; Springer Verlag; Taylor & Francis; Wiley
Offers will be circulated to nominated representatives at HE and FE
institutions through a distribution list. The pricing will be available on
a secure webpage or via email, on request.
The JISC will inform the Association of Subscription Agents (ASA) of the
offers and these will be forwarded by the ASA to its members. If the
details of agreements are ‘commercial in confidence’ then publishers will
be responsible for informing the agents once agreements are in place.
Institutions will not be constrained by the choice of subscription agent
and may seek to place orders with agents of their choice or directly with
the publishers.
Licensing arrangements will change, although the terms and conditions of
the NESLI model licence will be retained. Publishers will sign an agreement
with HEFCE (acting on behalf of all JISC partners) to offer the agreed
subscription rates to HE and FE institutions. Institutions will enter into
an agreement with the publisher for access to the journal(s) in return for
payment at the agreed HEFCE rate. The licence agreement between an
institution and publisher will be available from a secure area on the JISC
website for downloading and signature.
