If you supply copies for research for a commercial purpose and you think
some customers will be unable to sign the revised declaration forms (which
in future will exclude research for a commercial purpose from library
privilege document supply - wording to be determined when the SI is
published) you either will need to obtain documents for these clients via
the BL's copyright cleared service, or obtain a document supply licence from
the CLA. The latter are currently only available as transactional licences
involving a lot of admin.
However a group of not-for-profit membership organisations (learned
societies and professional bodies) are currently negotiating a blanket
document supply licence with the CLA which may work out as a better choice
for certain organisations. I don't know whether your organisation would
qualify to join in with the negotiations. For information contact Sheila

The changes in copyright legislation are going to affect those of us whose
libraries offer document delivery services. I am interested in hearing from
any of you who have thought about what impact these changes will have, for
example will libraries be forced into ceasing to provide such services?
