At the end of the day, I think it depends on your managerial/funding
relationship with the Confederation Librarian. If the Confederation Libn is
one's direct line manager, the ultimate decision is his/her responsibility,
and their decision would have to be followed. If the Confed Libn has an
advisory role, then the mechanics of that need to be worked out.
I think we have to move towards a more standard NHS Library service, and
get away from the WIDE variations that currently exist. This is unlikely to
happen purely by concensus - fully autonomous Libs will not always agree!
So someone has to take a decision, and as long as I can input to a genuine
discussion BEFORE that decision is taken, I'm fairly happy. He who pays the
piper calls the tune- as always, and why not?
I agree with Jonathan, that we've always had SOME lines to toe, and in many
cases, Regions do not consult individual Libraries..So, there may be some
losses and some minuses.
I would say, though, in response to Catherine's e-mail about National
Guidelines, that although I agree with the principle of National
Guidelines, we (at grass roots level) may well have even LESS input to a
National Guideline!

Does anyone have clarification of or any comments to make on the role and
