I would agree with Jonathan. In many areas the Regional Library Units are
aligning with Confederations to continue current arrangements for funding,
management arrangements, electronic resource deals and so on so that little
change is perceived on the ground, particularly by service users.
I think it is unfortunate if in your area a situation has arisen where there
is a difference of views between the Confederation librarian and library
managers since the role of the Confederation Librarian should be about
encouraging co-operation and shared working to make the most of resources.
