Dear All
As part of an NHS consortium with a large number of e-journals (1600 and
rising) the issue of provision of PDF articles from an ejournal is usually
covered by the licence agreement. Some journals strictly prohibit the use of
their electronic format for inter-library loans, while others allow it .
The standard rule of thumb is that if an e-publisher either does not state
or allows inter-library loans from their electronic journal, then such a
request should be treated just like it was from a printed copy with all the
attendant copyright adherence (depending on who it is going to - just to
brag a bit the Scottish NHS has had a licence for over 18mths now). Any
library who is considering transmitting electronic ILL's must be bound by
their licence agreement with the journal publisher.
Just in case you were wondering, we actually have the electronic version of
this journal, our licence does allow for e-loans and I have already offered
a copy. This whole issue is something that the NHS Glasgow consortium is
having to think about, as up until now we have not added our e-journals
holdings to the SHINE Union list (Scottish Health Information NEtwork -
sort of like our Regional Library) but as we now have collectively more
e-journals than print it is something we are becoming increasingly aware of.
If e-subscriptions do allow for e-loans then this sort of request from
library to library does have a place on Lis-medical just as much as the
request for a more traditional photocopy.
