But who decides what an association's job is? Should it not respond to what
members want?
Certainly if you don't join you cant complain - but when I was in public
libraries, for instance, I was a Nalgo member. Big union, lots of people to
look after, librarians not a big issue for it. Which means you still
effectively have no voice.
Is CILIP big enough to become a union? I really don't know the answer to
that. Does any one *want* it to be a union or to take an active role in
those issues usually assigned to unions? I think that needs to be the
starting point.

I agree that the LA has a role but it isn't a trade union and therefore has
no negotiating rights. If librarians have chosen not to join a union, they
can't then complain because they don't have the support that a union offers,
nor should they criticise their association for not doing a job it isn't
supposed to.
Is CILIP big enough to become a union? What would be effect be on
subscriptions of setting up effective branch and negotiating machinery?

But is salary and status not a professional issue? And what union represents
just information professionals? I suspect many of us are either not
unionised or belong to general unions who have greater numbers of other
professional groups with claims on their time. Or are you suggesting that
CILIP should wear two hats as per the BMA?

In all the complaining about the LAs lack of effectiveness in improving
members' salaries, it is important to remember that the LA is a professional
association, NOT a trade union. It's the trade union's job to help members
achieve better pay and conditions. The RCN and BMA, by contrast, are trade
unions as well as professional associations.
